Current Position:   North East Derbyshire District Council adopted its current Local Plan in November 2021.  In 2024 the Council initiated a Local Plan review, and a Call for Sites is NOW OPEN.

This means that the authority are inviting landowners, residents and organisations to submit sites with the potential for all forms of new development or uses, including residential, employment and biodiversity offsetting.

What has happened so far?  Earlier in the year, the Council’s Cabinet agreed to start gathering evidence for a Local Plan review, whilst awaiting further Government guidance on changes to the plan-making process. The review will ensure that the Local Plan continues to meet local needs and aligns with the wide-reaching changes to the planning system that have been proposed. Changes include the return to ambitious mandatory housing targets, NPPF revisions that will provide better support for housebuilding, and amendments to Green Belt controls.

Why is land needed? The housing target for North East Derbyshire is going to increase significantly.  At present, using the existing method the local plan calculates a need to plan for the delivery of just 224 homes per year.  The Government's proposed target is 622 new homes per year - almost three times higher.  This will require a significant amount of new land being allocated for future development to meet the Government's targets.

What is the timescale? For the Call for Sites, land must be submitted to the Council by 10 JANUARY 2025.   In terms of the national changes, following consultation during autumn 2024 the Government advised that they intend to introduce the changes from late January 2025 onwards.  This might change, so check back for regular updates or contact our team today.

What happens with sites that are submitted?

The Council will include the site submission within the Land Availability Assessment and assess the deliverability and developability of the sites. Appropriate sites will be selected for allocation and subject to further consultation alongside any new planning policies during the NE Derbyshire Local Plan review.

Submitting a well-presented promotion pack that includes technical assessments to demonstrate the site's suitability is strongly recommended. This will strengthen your case, identify constraints and show how they can be addressed.  Sites with little or no supporting information rarely get selected, likewise not properly considering key environmental constraints or infrastructure needs can weaken your submission​.
